The account was back up in a matter of minutes, but for those few moments, all was right in the world. It does not appear as if the account was suspended.
UPDATE Nov. 2, 5:07 p.m. PT:Twitter claims the account was accidentally taken down by an employee.

UPDATE Nov. 2, 7:16 p.m. PT: Twitter has since discovered that the deactivation was not "human error" but intentional. A Twitter customer support employee deactivated Trump's account on their last day at the company.
